 <title>In my opinion Carver County</title>

 <description>&lt;p&gt;In my opinion Carver County is no worse than any other county in the state, and probably no worse than any other place in the nation.&lt;/p&gt;
&lt;p&gt;Drinking and partying are common pretty much anywhere there are people, or at least that has been my experience. It happened where I grew up in Goodhue county.  It happened where I went to college in Texas.  It happened in Poland when I was on study abroad. It happened in Ecuador, where I was stationed with the Peace Corps.  It happened in Dakota County where I lived after Peace Corps and before moving to Carver County. &lt;/p&gt;
&lt;p&gt;I would attribute the notion of Carver County being a party county more to the statistic that Carver County has one of the highest alcohol related (???accident/death/arrest???which is it????) rates in the state.  But that statistic could be high for various reasons, such as better or more accurate reporting, more aggressive enforcement of related laws, less effective preventative measures, etc.... &lt;/p&gt;
&lt;p&gt;It does not necessarily mean Carver County is a &#039;party haven&#039;. Nor has this idea been defined or studied, to my knowledge.&lt;/p&gt;

There&#039;s a story in the StarTribune today that discusses a proposed county ordinance that would hold party hosts liable for minors who drink on their properties.
